A November 2008 report by the Senate Armed Services Committee, declassified in April 2009, characterized Jonathan Fredman, then a lawyer for the Central Intelligence Agency, as a central figure in the legal and policy expansion of harsh interrogation techniques from the CIA to Department of Defense interrogators.
