Al Qaeda operatives in Afghanistan began to gather materials necessary to build a primitive biological weapons lab before the Sept. 11, 2001, attacks, according to letters released by the Department of Defense under FOIA. Syracuse attorney Ross Getman obtained the letters, which reveal that the Al Qaeda operatives were not able to immediately produce the anthrax strain they sought, and that it would have taken the group three years to produce enough anthrax to use as a weapon.
