The ACLU and four other groups sued the Department of Defense under FOIA for documents regarding the treatment of people held in Iraq by the U.S. on terrorism-related concerns. Records showed not only that the alleged abuse was systemic - as patterns of alleged abuse occurred at various sites at various times - but also that military investigations were hamstrung by incomplete records, interviews, and recollections.

Notes:

The lawsuit, which began with a FOIA request in October 2003, has brought over 100,000 pages of government records to light.
